<p>Dans les années 1820-1830, plusieurs établissements scientifiques sont créés à Bruxelles. L’astronome Adolphe Quetelet défend, dès 1823, la fondation d’un observatoire. Associée au gouvernement des Pays-Bas,<strong> la Ville décide de l’établir sur un terrain </strong>situé à la limite de son territoire entre la porte de Schaerbeek et la porte de Louvain. Quetelet aurait cependant préféré un emplacement plus éloigné de l’environnement urbain sur les hauteurs de Schaerbeek. </p>

<p>Alors que le Jardin Botanique vient de voir le jour, la construction de l’observatoire débute en 1827. Conçu comme un monument destiné à embellir la ville, il est<strong> érigé sur un somptueux boulevard planté d’arbres</strong> qui est aménagé sur les anciens remparts, à proximité de la place des Barricades. La rue du Méridien est tracée de manière à libérer l’axe d’observation à la lunette méridienne.</p>

<p>Les craintes de Quetelet se confirment, les faubourgs de <strong>la ville s’urbanisent très rapidement et les abords de l’observatoire sont aménagés en quartiers cossus</strong>. L’établissement est gêné par « les trépidations de la rue dues à la circulation des véhicules, la pollution lumineuse, les bruits, les fumées, la curiosité des passants ». </p>

<p>Bloqué dans ses possibilités d’agrandissement, il ne parvient plus à répondre aux progrès rapides de la science et, dès 1879, les autorités décident de ne plus l’équiper. Il déménage sur les hauteurs de Saint-Job à Uccle. Les boulevards sont dotés peu à peu de tramways, mais conservent leur caractère de promenade verte et agréable jusqu’au milieu du XXe siècle. <strong>L’ancien observatoire, réinvesti par de nouveaux locataires, garde son accès principal sur le boulevard.</strong></p>

<p>La <strong>transformation des boulevards </strong>arborés en véritables autoroutes urbaines change profondément le visage du quartier. Le percement du tunnel Place Quetelet – Porte de Schaerbeek entre 1956 et 1957 s’effectue en parallèle de la construction des premières tours. L’échelle de la ville change. L’observatoire est désormais déconnecté du quartier néoclassique qui lui est contemporain sur le territoire de la Ville de Bruxelles, notamment de la place des Barricades. Le déplacement de son entrée principale sur la façade nord vers la rue du Méridien entérine cette évolution. L’immeuble apparaît <strong>isolé</strong> au centre d’un îlot de verdure cerné par la circulation automobile. Aujourd’hui, des projets aux noms évocateurs comme « BYE BYE Petite Ceinture » défendent la réintroduction d’une qualité de vie et d’une mobilité douce le long des boulevards et tentent de résorber la coupure entre Bruxelles et les communes voisines.</p>

<p>Les architectes du début du XIXe siècle sont confrontés <strong>au défi de concevoir des bâtiments destinés à de nouveaux usages</strong> : gares de chemin de fer, écoles, palais de justice… Pour préparer le projet de l’observatoire, Adolphe Quetelet voyage et se documente sur différents établissements de ce type en Europe. Il communique ses demandes à l’architecte de la Ville de Bruxelles, Nicolas Roget, qui dessine les plans. Ce dernier conçoit <strong>deux corps de bâtiment principaux </strong>reliés par une galerie qui abrite les deux lunettes méridiennes. </p>

<p>L’aile située du côté du boulevard est destinée à la résidence de la famille Quetelet, tandis que celle qui s’ouvre vers la rue de l’Astronomie abrite les salles de travail. Les toitures des deux volumes sont percées d’une tourelle cylindrique à toit ouvrant. Les échanges de courriers entre Quetelet et l’architecte de la Ville témoignent des difficultés rencontrées dans la réalisation de ce projet inédit.</p>

<p>L’architecture de la fin du XVIIIe et du début du XIXe siècle témoigne d’un engouement pour les formes de l’Antiquité grecque et romaine que l’on redécouvre à cette époque grâce aux premières fouilles archéologiques. Les monuments importants se signalent alors par la présence de frontons et de colonnades. Sous ses allures discrètes de villa suburbaine, l’observatoire possède lui aussi des façades inspirées du vocabulaire antique avec des fenêtres surmontées d’arcs au rez-de-chaussée et des pilastres à l’étage. <p>L’édifice n’est pas totalement terminé en 1832 lorsque Adolphe Quetelet, nommé directeur, s’y installe et commence ses observations. Des problèmes budgétaires et les dégâts occasionnés lors des batailles des journées de septembre ont en effet <strong>retardé les travaux</strong>. Il faut attendre 1836 pour que l’édifice soit achevé et pleinement opérationnel. Le déménagement de l’observatoire en 1890 est suivi de plusieurs années d’abandon. Le bâtiment est ensuite transformé, les tourelles sont supprimées et la toiture modifiée. Il est investi en 1909 par le Ministère de l’agriculture qui l’occupe encore dans les années 70. </p>

<p>Durant ces années, le site <strong>échappe à plusieurs projets de démolition</strong>. En 1990, après une nouvelle période d’inoccupation, la Régie des Bâtiments rehausse l’aile centrale d’un niveau et remanie en profondeur l’intérieur pour y installer un cabinet ministériel. Une société privée l’acquiert en 2002 et le loue comme immeuble de bureaux. <strong>Il accueille aujourd’hui les activités de Homegrade.</strong></p>
